ADDING THE LOWER STORY

All your shrubs may be too big. Your shrubs may not be too crowded or too big. The problem may simply be that they are ALL big.
The solution is to add lower story plants for contrast. You may choose to eliminate a few larger shrubs and replace with a new lower story. Add a lower story of plants.
Or, thin out. Another solution is to thin out tree-likes and under-plant with woodland plants..
You can also enlarge beds and add a foreground of low shrubs and perennials.
